The Legislature of Rockland County hereby establishes
a Youth Bureau in the County of Rockland.

Said Youth Bureau shall establish guidelines
and bylaws, prepare an organizational chart therefor and prepare and
file grant applications with appropriate state and/or federal governmental
agencies for funding purposes.

The Youth Bureau shall consist of 15 members,
of whom at least two, but no more than three, shall be under the age
of 21 years, who shall serve at the pleasure of the County Executive
without compensation.

Members of the Youth Bureau shall be appointed
for initial terms of two years, subsequent terms to be on a staggered-time
basis.

The Youth Bureau shall elect its own Chairman
at its first meeting, said initial meeting to be determined by the
Legislative Liaison to said Bureau.

In addition to immediately directing itself
to the tasks set forth in this article, the Youth Bureau shall make
recommendation to the Legislature of Rockland County as to whether
said Youth Bureau shall be a constituent agency or a contract agency.

A Rockland County Youth Commission is hereby
created.
Said Commission shall exist to accomplish the
purposes as herein enumerated:
A. To act as a positive influence in reducing juvenile
offenses within Rockland County.
B. To encourage young people of Rockland County to combine
their efforts with those of organizations existing to aid the young
people of Rockland County.
C. To offer opportunities for young people to participate
in the political processes and thereby prepare them for the proper
exercise of their democratic obligations to themselves and society.
D. To seek to improve communication, foster understanding
and harmonize relationships between all of the youth of Rockland County
and the local government of Rockland County.
E. To serve in an advisory capacity to the Rockland County
Youth Bureau and the Rockland County Legislature on all matters concerning
the youth of Rockland County.
F. To engage the young people of Rockland County in the
active discharge of all the aforementioned purposes.
The term of each member shall be for one year
commencing on August 15th following his/her appointment.
In addition to the voting members, the Legislature
of Rockland County shall appoint two persons, one member of the Rockland
County Legislature and one member of the Rockland County Youth Bureau,
to act as liaison among the Youth Commission, the Legislature and
the Youth Bureau.
The Rockland County Youth Commission shall prepare
its bylaws and present same to the Health and Social Services Committee
of the Legislature of Rockland County for approval.
The Legislature of Rockland County hereby requests
the members of the Organizational Task Group to inform all the high
schools and colleges located within the County of Rockland of this
article and to work together with those institutions for the purpose
of implementing adequate procedures designed to facilitate the elections
herein requested.
