The Rockland County Legislature, in order to provide for the protection of health, safety and welfare of persons in the County, finds it to be in the public interest for there to be an enhanced 911 emergency telephone system operating in Rockland County.

Pursuant to the authority granted to the Legislature by County Law § 303, there is hereby imposed a surcharge of $0.30 per month on each local telephone exchange access line in Rockland County, subject to the restrictions contained herein.
A. 
No such surcharge shall be imposed upon more than 75 exchange access lines per customer per location.
B. 
Lifeline customers shall be exempt from any surcharge imposed under this article.
C. 
The County of Rockland shall be exempt from any surcharge imposed under this article.
The estimated date on which enhanced 911 emergency telephone service is to begin is September 30, 1993.

All suppliers of local telephone exchange access lines shall begin to add the surcharge of $0.30 per month as herein provided to all service bills issued after January 1, 1994, subject to the limitations and exemptions contained herein.
