The County shall have the power to contract
with any public corporation, including but not limited to a municipal,
district, or public benefit corporation, or with any public authority
or combination thereof, for the cooperative or joint establishment,
maintenance, and operation of any facility and the provision of any
service that each of the contracting parties would have legal authority
to establish, maintain, operate, or provide for itself. The costs,
expenses, and charges for central facilities and administrative services
connected with intergovernmental collaborative activities shall be
shared by all contracting parties. The provisions of this article
shall be implemented pursuant to Article 5-G of General Municipal
Law of the State of New York, unless and until the Ulster County Legislature
shall, by local law, provide for an alternative method.
