A. 
It shall be unlawful for anyone to park a motor vehicle, equipment, or structure on a residential street or alley in the City of Fairfax for more than 24 consecutive hours without a special written permit from the Fairfax City Clerk-Treasurer.
B. 
At any time that snowfall in an amount greater than two inches is received at the City of Fairfax, and for a period of five days thereafter, no persons shall park in a prohibited area at a prohibited time. In such cases, on even-numbered days no person shall park on the north and west sides of streets and avenues between the hours of 12:01 a.m. and 6:00 p.m. On odd-numbered calendar days, no person shall park on the south and east sides of streets and avenues between the hours of 12:01 a.m. and 6:00 p.m.
C. 
Police vehicles, hearses, ambulances, fire department vehicles, and any other vehicle considered an emergency vehicle that is responding to an emergency call shall not be subject to the provisions of this article.
D. 
At any time that snowfall of two inches or greater is received in the City of Fairfax, no person shall park in the congested district between the hours of 12:01 a.m. and 6:00 a.m. For purposes of this article, the congested district is defined in § 162-10.

Any police officer may remove a vehicle from a street to a garage or other place of safety when the vehicle is left unattended and constitutes an obstruction to traffic or hinders snow removal or street improvement or maintenance operations. If the vehicle was legally parked, such vehicle shall be released to the owner of the vehicle. If the vehicle was parked in violation of this section or any other parking regulation, such vehicle shall not be released until the fees for towing and storage are paid in addition to any fine imposed for the parking violation.
Any person who violates this article shall be guilty of a petty misdemeanor.
