No vehicle shall turn at any intersection where
an automatic signal system is in operation, except when such signal
system is displaying a green light; provided that vehicles may turn
on a red signal when in compliance with the provisions of this article
governing such turns. No vehicle shall be turned so as to proceed
in the opposite direction at any intersection where an automatic signal
system is in operation.
Except where a traffic control device is in
place prohibiting a turn, vehicles facing a steady red signal may
cautiously enter the intersection to make a right turn after stopping.
Such turning vehicle shall yield the right-of-way to pedestrians lawfully
within the adjacent crosswalk and to other vehicular traffic lawfully
using the intersection. The Council of the municipality has the authority
to prohibit turning right on red at any intersection within the municipality
where it deems such a prohibition necessary; provided that those intersections
where turning right on red is prohibited shall bear signs to that
effect placed and printed in such a manner so as to be conspicuous
from a vehicle about to enter the intersection.
No vehicle shall be turned so as to proceed
in the opposite direction, except at a street intersection. No vehicle
shall be turned so as to proceed in the opposite direction at any
intersection where an automatic signal is in operation, nor at the
intersections of:

No vehicle shall be driven within any sidewalk
space, except a permanent or temporary driveway.
The Council may, by resolution, establish and
maintain by appropriate devices, markers, or lines upon the streets,
crosswalks at intersections where there is particular danger to pedestrians
crossing the street and at such other places that they may deem necessary.

A. The Council may, by resolution, provide for the placing
of stop signs or other signs, signals, standards or mechanical devices
in any street or alley for the purpose of regulating the flow or speed
or prohibiting traffic thereon. Such resolution shall describe the
portion of the street or alley wherein traffic is to be regulated
or prohibited; the regulation or prohibition; the location where such
sign, signal, standard or mechanical device shall be placed; and the
hours when such regulation or prohibition shall be effective. It shall
be unlawful for any person to fail, neglect or refuse to comply with
such regulation or prohibition.
B. So that the Council can make objective decisions about
the placement of traffic control devices, the Council shall adopt
the following process to study the feasibility and usefulness of various
traffic control devices:
(1) Citizens or City officials who identify a perceived
need for placement of traffic control devices, such as stop signs,
yield signs, traffic signals, etc., shall be directed to the Superintendent
of Public Works.
(2) The Superintendent of Public Works shall cause a study
of the affected area.
(3) The Superintendent of Public Works or his designated
representative shall report the results of said study to the Public
Safety Committee for recommendations.
(4) Such study shall consist at least of applying guidelines
and criteria established in the City's Policy for Intersection Traffic
Control and the Manual on Uniform Traffic Control Devices to the street(s)
or intersection(s) in question.
(5) Except in cases of unusual circumstance, the Policy
for Intersection Traffic Control shall serve as the guiding criteria
for placement or non placement of traffic control devices.
(6) Upon receiving a favorable recommendation from the
Public Safety Committee, the Superintendent of Public Works shall
be responsible for drafting a resolution for presentation to the entire
City Council.
C. The Policy for Intersection Traffic Control shall
be approved by resolution of the Council and reviewed annually thereafter.
D. It shall be unlawful for any person, without lawful
authority, to attempt to or in fact alter, deface, injure, knock down,
or remove any traffic-control device or any railroad sign or signal
or any part thereof, or to use, control or possess any electronic
or infrared light device capable of controlling the signal displayed
by any traffic control device.
