The town shall provide fire protection by contract with a fire company or by the establishment of a town fire company.[2]

A. 
No equipment of any kind belonging to the town for the purpose of fighting fires shall be at any time taken to any other town or locality, even when requested by that other town or locality, except by the express directions of the Fire Chief or some other person acting in his stead.
B. 
Whenever any such equipment shall be taken to any other town or locality by orders of the Fire Chief, it shall be the duty of a sufficient number of firemen constituting the fire company to accompany the Fire Chief for the purpose of returning or seeing that the equipment so taken is returned.
