Each individual fire and rescue organization
that is located in Warren County and those which are located outside
but routinely provide emergency service to the County shall be defined
as a "fire and rescue company," as provided in § 27-8.1 of the
Code of Virginia 1950, as amended. These presently include the Front
Royal VFC, Rivermont VFC, South Warren VFC, Linden VFC, Shenandoah
Shores VFC, WCFR Station 6 Fortsmouth VFC and North Warren VFC. Chester
Gap VFC and Middletown VFC shall be automatic aid stations for Warren
County.
Newly established fire and rescue company names
and numbers shall be recommended to the Advisory Committee and are
subject to approval by the Board.
Any number of persons, not less than 20, may
form themselves into a company for emergency response, subject to
approval by the Board. Upon recommendation of the Chief and the Advisory
Committee, the Board may approve the formation of such company. A
writing stating such formation, with names of its members, shall be
presented to the Board and recorded by the Circuit Court Clerk pursuant
to § 27-42 of the Code of Virginia. A current list of active
members, certified by the secretary of the company, shall be submitted
to the Clerk of the Circuit Court in January of each year following
the establishment of a company.
Whenever the Chief ascertains that a company
has failed, for three consecutive months, to consist of 20 active
and effective members, or ascertains that it has failed for the same
period of time to keep in good and efficient condition its station,
fire and rescue apparatus, hose and equipment, or is found to be inappropriately
using any county fire and rescue equipment and apparatus, or that
the company is unable to perform its duties as required under this
chapter, or for any other reason deemed advisable by the Chief, the
Chief shall recommend to the Board that the company be dissolved.
The Board may act to dissolve a company only after receiving a recommendation
regarding such action from the Advisory Committee.
The members of each company may make their own
rules and regulations consistent with the laws of the Commonwealth
of Virginia, this chapter and other ordinances of the county.
