An Historic Commission is hereby created in and for the Borough of North Wales. Said Commission shall consist of five members who shall be appointed by the Borough Council. Each member of the Commission shall be a resident of the Borough and shall serve without compensation.
The initial terms of office shall be as follows: one for five years, one for four years, one for three years, one for two years, and one for one year. Thereafter, each new member shall serve for five years or until a successor has been appointed. All persons appointed shall serve their full terms unless they voluntarily resign or are removed by the Borough Council for excessive absence, dereliction or neglect of duty.
Should a vacancy occur prior to the expiration of the appointed term, the Borough Council will appoint a resident to serve the unexpired term.
The Commission shall elect its own chairman and vice chairman and create and fill such other offices as it may determine. Officers shall serve annual terms and may succeed themselves. The Commission may make and alter bylaws and rules and regulations to govern its procedures consistent with the ordinances of the Borough and the laws of the commonwealth. The Commission shall keep a full record of its business and shall annually make a written report by March 1 of each year of its activities to the Borough Council.
The Commission is to be advisory and shall coordinate its activities with the Borough Council and, when appropriate, the Borough Manager. At the request of the Borough Council the Commission shall have the power to:

Supervise the Heritage Plaque Program.
B. 
Maintain and catalogue donated items of historic significance.
C. 
Display historic memorabilia for the purpose of educating residents of the Borough's history.
D. 
Heighten awareness of the historic character of the Borough and to foster personal pride in the community.
E. 
Encourage learning about the Borough's designated Historic District.
The Commission shall comply with the annual budget as set forth by the Borough Council. All expenditures must be approved by the Borough Manager and/or Borough Council.
