Selectmen's policy on expenditures of public funds— See Ch. 572.
It is the expression of the voters of the Town of Madison, in Annual Town Meeting assembled, that none of its Town officials shall expend or incur any obligations to expend any money in excess of the amount raised or appropriated for their department for the year then current, except the occasion for such expenditure be one of immediate great need or emergency, or where delay will cause great loss or inconvenience; also that the Selectmen of the Town shall draw no orders for the payment of money in any department in excess of the amount raised or appropriated for that department in excess of the amount raised or appropriated for that department and for the year then current, except in cases as herein provided.
