A. 
Within 30 days or the number of days until next the scheduled Town Council meeting, whichever is larger, advance request to Mayor and Council shall be made. The request must be made at regularly scheduled Council meeting.
B. 
One block only shall be closed off with access roads open. (For example: the second block of Academy is closed off, but access to Holt Street and Park Avenue can still be made from the first and third blocks of Academy.)
C. 
If there are any commercial businesses on that street, they shall be in agreement.
D. 
Persons making the request shall notify all residents on said street so that parking off street can be arranged.
E. 
Persons making the request shall notify the Police Department for closing and reopening of the street.
F. 
Persons making the request shall be responsible for cleaning the street. Bagged garbage shall not be left on the street until the morning of the regularly scheduled garbage pickups.
G. 
Closing and reopening times shall be presented and agreed to by the Mayor and Council.
H. 
No alcoholic beverages may be served on Town property.
I. 
The hours of the block party shall be approved by the Mayor and Council and shall be duly advertised.
Any violation of the provisions of this article shall be punishable as a municipal infraction as provided in Chapter 1, Article I.
