The purpose of this TCRO District is to encourage
economic development and revitalization of the central business district
as described in the revitalization element of the Federalsburg Comprehensive
Plan. It is the policy of Federalsburg to expand job opportunities,
enhance revenues, and promote general activity in the historic downtown
core by relaxing certain restrictions that may hinder economic revitalization.
Further, it is public policy to encourage innovative and adaptive
reuse of existing buildings and high quality redesign and expansion
of buildings and other site improvements to achieve the purposes of
the district.

A building or land may be used for a variety
of mixed uses including those generally permitted in the R-2, R-3,
B-1 and C-1 Districts, subject to site plan review and approval by
the Planning and Zoning Commission, with the exception that no apartments
or other multiple-family dwellings will be permitted on the first
floor of any building located in the Town Center Redevelopment Overlay
District.
Those accessory uses generally permitted in
the R-2, R-3, B-1, and C-1 Districts, subject to site plan review
and approval by the Planning and Zoning Commission.
The intent is to promote a sense of place and
quality by requiring signage which conforms to design guidelines adopted
for application within the redevelopment area.
The Planning and Zoning Commission shall use
the site design standards to encourage high quality innovative architectural
solutions that result in projects that are compatible with the scale
and character of downtown Federalsburg.
Certain uses are permitted as conditional uses according to the regulations of Article
XVII of this chapter.
The requirements of Article
XVI of this chapter may be relaxed or amended by the Planning and Zoning Commission subject to site plan review and approval.
