All records of the Mayor and Council as described in Subtitle 6 of the State Government Article of the Annotated Code of Maryland as now in force and as hereafter amended and recodified, except those specifically exempted therein, are hereby declared to be public records and are available in the office of the Town of Hampstead, and the Clerk or anyone designated by the Clerk is and shall be the official custodian of such public records.
Such public records are available for inspection during regular office hours.
Such public records, specifically requested, are available to those of interest at a cost as set by the Clerk from time to time.
The Town Clerk is authorized, subject to applicable provisions of state law, to adopt reasonable rules or regulations governing the timely production and inspection of public records. If adopted, a copy of such rules or regulations shall be available without charge to anyone requesting the same.
