It shall be unlawful for any person to use and operate on any public sidewalk, street or way within the corporate limits of the Town of Hampstead any small-engine or electric-motor-propelled vehicle, commonly called "go-carts," "motorized scooters" or "all-terrain vehicles."
A. 
For the purpose of this chapter, "all-terrain vehicle" shall be defined as a motor-driven, off-road, recreational vehicle capable of cross-country travel on land, snow, ice, marsh, swampland or other natural terrain. It includes, but is not limited to, multitrack, multiwheel or low-pressure tire vehicles ("ATVs"), off-road motorcycles ("dirt bikes"), or belt-driven vehicles ("snowmobiles").
B. 
For the purpose of this chapter, motorized scooters shall be defined as a two-wheel, small engine (less than 50 cc) or electric-motor-driven scooters more commonly known by the manufacturer's name of "Razor Scooters" or "Go-Peds."
A. 
Mopeds and motor scooters, as defined in the State of Maryland Transportation Article, shall be allowed on public streets when operated by a person with a valid driver's license.
B. 
Motorized golf carts may be operated any licensed public or private golf course. Operation of golf carts on public ways is prohibited except as necessary in the normal operation of a licensed golf course.
C. 
Mobility devices for disabled persons including electric-motor-driven wheelchairs and scooters are exempt from the requirements of this chapter.
D. 
All-terrain vehicles used by government agencies in the performance of official duties are exempt from the requirements of this chapter.
It shall be unlawful for any person, firm or corporation to permit any person to operate said go-carts, motorized scooters, or all-terrain vehicles upon any parcel of land owned by them or under their control within the corporate limits of said Town.
Violation of any provision of this chapter shall be a municipal infraction subject to a fine not to exceed $500. In the event a person less than 18 years of age is apprehended operating a go-cart, motorized scooter, all-terrain vehicle or other small-engine or electric-motor-powered vehicle in violation of this chapter, the vehicle may be impounded until such time as the fine and all towing and storage fees are paid by the person's parent or legal guardian.
