A clean, wholesome and attractive environment is declared to be of importance
to the health and safety of the inhabitants of the Town of Goshen. It is further
declared that the operation of solid waste management facilities and the collection
of solid wastes by private carters are activities which may endanger the health
and safety of Town residents and may have a deleterious effect on the environment.
The purpose of this chapter is to regulate solid waste management facilities
and private carters of solid waste.
