A site plan shall be reviewed, approved or waived as hereinafter provided by the approving authority. No excavation, grading or clearing of land shall be permitted in the Township of Delanco nor shall any change of commercial usage or occupancy be permitted unless a site development plan is first submitted and approved or waived by the approving authority or official(s). No certificate of occupancy nor business or other license shall be issued nor shall occupancy take place until and unless all construction and required improvements shall be completed in conformity with the approved site plan. Prior to the issuance of a building permit or certificate of occupancy for any new structure or use, change, addition or alteration in structure or use, construction of or addition to a parking lot or use of vacant land as a parking lot or change in any nonresidential use a site plan shall be reviewed, approved or waived as hereinafter provided by the approving authority or official(s).
