No person other than a handicapped person who
is the holder of a current New Jersey Driver's License issued by the
state who is the driver of a vehicle equipped with special attachments
and devices approved by the Director of the Department of Transportation
deemed necessary to provide for the safe operation of the motor vehicle
shall park at any time upon any of the streets or parts of streets
described in Schedule XX, attached to and made a part of this chapter.

No person other than a handicapped person who
has been issued a special vehicle identification card by the Department
of Transportation pursuant to the provisions of N.J.S.A. 39:4-205,
and using a motor vehicle on which is displayed a certificate, for
which a special vehicle identification card has been issued pursuant
to N.J.S.A. 39:4-206, shall park in a restricted parking area or areas
more particularly described in Schedule XXI, attached to and made
a part of this chapter.
