It shall be unlawful for the owner or occupant of any premises or for any other person, partnership or corporation to use or permit the use of water supplied by the City of Margate City to run or escape unnecessarily by reason of breaks, open valves, open pipes, leaks or in any manner whatsoever.
It shall be unlawful for the owner or occupant of any premises or any other person, partnership or corporation to use or permit the water supplied by the City of Margate City to be used to operate any automatic water pump or siphon for the purpose of pumping out or emptying any boat, bilge, receptacle, tank or otherwise.
It shall be unlawful for any person, partnership or corporation to use the water supplied by the City of Margate City to sink, jet or remove any piling, structure or other contrivance without first obtaining written permission from the Superintendent of Public Works of the City of Margate City and attaching, at or near the connection with the City water supply system, a water meter which will correctly record the amount of water so used and to be paid for at the rate provided, and such use shall only be permitted at the hours and for the time designated by the Superintendent of Public Works, which hours shall be such as not to endanger the water supply of the City of Margate City or cause a fire hazard, subject to appeal to the Board of Commissioners should the person applying for such permission feel that he or she has been unjustly discriminated against or that the hours and time of such use so fixed by the Superintendent of Public Works are unreasonable, but the decision of the Board of Commissioners shall be final.

Any person, partnership or corporation violating any provision of this article shall, upon conviction thereof before the Judge of the Municipal Court of the City of Margate City, be subject to a fine not exceeding $1,000 or imprisonment not exceeding 90 days, or both, in the discretion of the Judge hearing the same. Each and every day that a violation of this article occurs shall be considered a separate violation thereof and shall be subject to the penalties herein prescribed.
