Any owner of a building or complex consisting or five or more family dwellings shall appoint one of his, her or its tenants the Building Coordinator, or if said owner resides within 200 feet of the building or complex in question, the owner may appoint himself, herself or itself the Building Coordinator. Should the owner reside in the building, or conduct his or her business from the premises for at least eight hours per day, he or she shall automatically be the Building Coordinator. The name of the person so appointed, his or her address and telephone number shall be filed with the Township Clerk.
A. 
Building Coordinator shall be responsible for coordinating all activities associated with the operation of a multifamily dwelling which involve any health or safety violations, the handling of trash and garbage generated in the building, the upkeep of the grounds surrounding the building, the conduct of the tenants and their invitees, and other similar activities.
B. 
It shall be the duty of the Building Coordinator to post in a conspicuous place on the premises in a manner designed to draw attention thereto and inform the tenants of the Township's requirements as well as those of the landlord for the handling of trash and garbage generated on the premises, including but not limited to, any recycling requirements.[1]

C. 
The Building Coordinator shall inform the tenants that they should report to him or her any health or safety problems, as well as general maintenance problems, which come to their attention and the same shall be recorded in a log book to be maintained by said coordinator. In addition, any inquiries received from the tenants or notices of notices of any complaints, either involving the other tenants, visitors to the premises, or of any other nature whatsoever, shall be recorded in the log book. The date and time of the receipt of such information shall be entered in the log book with a general description of the information received. The log book shall be made available to the Township Clerk, Police Chief and/or Housing Code Enforcement Officer for inspection, upon request in writing.
D. 
It shall be the responsibility of the Building Coordinator to report all complaints, problems or inquiries received concerning the operation of the premises to the landlord and/or property manager immediately upon receipt of the same. In the event the landlord or property manager does not respond to the same within a reasonable time period, but in no event more than 15 days from the notification, the matter shall be reported to the Housing Code Enforcement Officer and/or the appropriate Township official.
Any person found in violation of this article shall be subject to a penalty or $100 for the first offense, $250 for the second offense and $500 for the third and subsequent offenses.
