There is hereby created and established in and for the Borough of Hasbrouck Heights a commission or board to consist of not more than 50 members to be known and designated as the "Committee on Community Celebrations" of the Borough of Hasbrouck Heights, which said board or commission shall have power, after approval by the governing body, to conduct the celebration, at approved public expense, of any public event, anniversary or holiday, subject to the limitations hereinafter prescribed.
The members of said Committee on Community Celebrations shall be residents of the Borough of Hasbrouck Heights and shall hold office for a term which shall end on the 31st day of December of the year in which they shall be appointed or until their successors shall have been appointed and qualified. The Mayor shall nominate and, with the consent of the Council, appoint said members, including the filling of vacancies which shall be for the unexpired term only.
Said Committee on Community Celebrations, subject to the approval of the Mayor and Council, may enter into contracts for the purpose of providing for the celebration of any public event, anniversary or holiday; provided, however, that no such contract or other obligation shall be incurred by such Committee in excess of the amount lawfully appropriated by the Borough of Hasbrouck Heights for the celebration of such public event, anniversary or holiday or the balance of such appropriation then remaining.
The members of the Committee on Community Celebrations shall serve without compensation. They shall select one of their members who shall act as Chairman and another who shall be the Secretary of the said Committee.
