A Department of Public Works for the Borough of Hasbrouck Heights is hereby established, which shall consist of a Superintendent of Public Works and an Assistant Superintendent of Public Works, each of whom shall be appointed by the Mayor, by and with the consent of the Borough Council, and each of whom shall hold office until the first day of January next succeeding his or her appointment and until a successor is appointed and qualifies, and, in addition thereto, such employees as may from time to time be authorized by resolution of the Mayor and Council.

The Superintendent of Public Works and the Assistant Superintendent of Public Works at the direction of the Superintendent shall, subject to the rules and regulations adopted from time to time by the Mayor and Council, have charge of the streets, highways and public places in the Borough, the public sewers and also all other public works instituted or conducted by or under the control of the Mayor and Council and all other matters as may, from time to time, be referred to either or both of them by the Mayor and Council.

The Superintendent of Public Works and the Assistant Superintendent of Public Works shall, before entering upon their duties, file an oath to faithfully perform all the duties of their office to the best of their skill and ability.
The Superintendent of Public Works shall, subject to the orders of the respective committees of the Mayor and Council, have power to employ laborers and other workmen and assistants for the purpose of carrying on and performing the work of the Department. He shall report to the appropriate committee of the Mayor and Council the number of persons employed by the Department in connection with the work performed under the supervision of such committee.
