All licenses and permits referred to as annual licenses or permits required
by these regulations, regardless of the date upon which they may be granted,
shall expire on May 31 following the date of their issuance.
No license or permit issued pursuant to the provisions of this Code
shall be transferable or assignable without the prior written consent of the
Board of Trustees.
Any person violating any provision of this chapter shall be liable to a penalty in accordance with Chapter
1, Article
III, General Penalty.

Any person or persons, association or corporation which is required
to obtain any permit or license under any provisions of this Code and which
shall fail to obtain any such permit or license prior to performing the work,
act or acts for which such license or permit is to be issued, in addition
to any other fines or penalties imposed by any other provisions of this Code,
shall be required to obtain such permit and/or license after the fact and,
upon application for the same, shall be required pay a license or permit fee
twice the amount provided for in the Code and/or set by resolution of the
Board of Trustees.
