No person, firm or corporation shall operate a radio, loudspeaker, sound-amplifying
device, talking machine or other sound-producing machine at any time or in
any public place within the village without first obtaining a permit from
the Board of Trustees of said village upon an application obtained from the
Village Clerk-Treasurer. No such noise-making machine shall be so used at
any time or place, as to constitute a nuisance or as to unreasonably interfere
with the quiet, peace or rest of any person or persons.
No radio, loudspeaker, sound-amplifying device, sound-talking machine
or other sound-producing machines shall be operated between the hours of 11:00
p.m. and 8:00 a.m., inclusive, in such a manner that the sound thereof shall
penetrate beyond the confines of the house, apartment or building wherein
such radio, loudspeaker, sound-amplifying device, talking machine or other
sound-producing machine is operated or to and within any adjoining house,
apartment or building which is occupied by any person or persons for dwelling
purposes or at any time in such manner as to constitute a nuisance.
It shall be unlawful for any person to sound any automobile horn, siren
or other sound device unnecessarily or for any purpose other than a reasonable
warning.
Any person violating any provision of this chapter shall be liable to a penalty set in accordance with Chapter
1, Article
III, General Penalty.
