A. 
The following definitions govern the use of these terms in the rules of conduct for the Town of Cornwall Police Department:
LAWS AND ORDERS
Those laws, both state and local, and ordinances the enforcement of which is the responsibility of the Police Department.
MEMBER
Any employee of the Police Department.
OFF DUTY
All hours other than when on duty.
ON DUTY
Hours specifically assigned to a member or any time involved serving a police emergency even though a member was not specifically assigned.
POLICE DEPARTMENT
The Police Department of the Town of Cornwall, Orange County, New York. The term "Police Department" or "Department" includes all members of the Police Department who have taken the oath of office and who possess the power of arrest.
SUPERIOR OFFICER
Any superior officer as set forth by the rules of conduct, § 41-5, Rule 1.05: Seniority, who issues orders which are in the realm of his authority.
TOWN BOARD
The Supervisor and Councilmen shall constitute the Town Board (§ 60, Subdivision 1, Town Law). The "Town Board" may make, adopt and enforce rules, orders and regulations for the government, discipline, administration and disposition of the Police Department of such town and the members thereof (§ 154, Town Law).
