A. 
It shall be unlawful for any person, persons, firm or corporation, whether as principal, agent, servant, employee or otherwise, to dump in mass any refuse, ashes, garbage, papers, factory waste or organic or inorganic matters on any land, road, street, alley or lane in the Borough of Saddle River or to use or permit to be used any land, road, alley, street or lane in the Borough of Saddle River as a dumping ground for refuse, ashes, garbage, papers, factory waste or organic or inorganic matters or to establish a dump for the disposal of refuse, ashes, garbage, papers, factory waste or organic or inorganic matters within the Borough of Saddle River.
B. 
Dumping shall be presumed where the refuse, ashes, garbage, papers, factory waste or organic or inorganic matters are transported from one location to another location and deposited in mass. For purposes of this article, dumping shall be distinguished from littering in that "dumping" is the depositing of a body of coherent or incoherent matter, usually of indefinite shape and often of considerable size, by transporting the same from one location to another; while "littering" shall be the throwing, placing or depositing of a single item by a single individual.

Violation of the provisions of this article shall be punishable as provided in Chapter 1, General Provisions, Article III, General Penalty.
In addition to the violation provision noted in paragraph 1 of this section, any contractor or landscaper holding a Borough of Saddle River license and/or permit, found in violation of Chapter 187 may have that license and/or permit suspended or revoked in addition to the provisions provided in Chapter 1, General Provisions, Article III General Penalty.
