There shall be a board for the Village of Newark Valley, Tioga County, New York, to be known as the "Village of Newark Valley Planning Board," consisting of five members appointed according to the requirements of § 7-718 of the Village Law.

The duties of the Planning Board with respect to the review of plats showing lots, blocks or sites, with or without streets or highways, and to review the development of plats, entirely or partially undeveloped, and which have been filed in the office of the Clerk of the County prior to the appointment of said Planning Board shall be advisory in nature and in an advisory capacity only to the Village Board of Trustees, and final review and approval of such plats and sites, etc., shall in all respects be undertaken by the Village Board of Trustees.
