The Department of Administration and Finance shall be headed by the Business Administrator who shall administer and supervise all Township administrative functions and enforce all Township policies.
A. 
Appointment, term and compensation. The Mayor shall appoint a Business Administrator, with advice and consent of Council, to serve during his/her term of office and until the appointment and qualification of a successor.
B. 
Qualifications. The Business Administrator shall be a college graduate with previous municipal experience in a responsible administrative or executive capacity. At the time of appointment he need not be a resident of the Township of River Vale, but during his tenure may reside outside the Township with Council approval.
C. 
Powers and duties. Under the direction and supervision of the Mayor, the Business Administrator shall:
(1) 
Supervise and coordinate the administration of all departments, divisions and offices of the Township government, in accordance with written delegation of authority by the Mayor.
(2) 
Prescribe and enforce rules for efficient management and operation of the Township government and for administrative reporting to the Mayor and Council.
(3) 
Plan and direct the work of the Department of Administration and Finance.
(4) 
Direct the preparation and administration of the annual operating and capital budgets and maintain a continuing review and analysis of budget operations, work programs and costs.
(5) 
Report periodically to the Mayor and Council on administration of the government, including notable efficiencies, economies and savings.
(6) 
Perform such other duties as the Mayor may prescribe or as may follow from functions prescribed by Council for the Department of Administration and Finance.
The Department of Administration and Finance shall have the following functions:
A. 
Central services, including budget, purchasing and personnel.
B. 
Treasury and collections. The Treasurer is hereby designated Chief Financial Officer and shall be appointed and certified in accordance with state statute and regulation. The Chief Financial Officer may also serve as Tax Collector, with proper certification, or there shall be a separate certified Tax Collector.

C. 
Assessment.
D. 
Health, vital statistics and Advisory Health Board.
E. 
Local assistance and Local Assistance Board, to be established in accordance with general law and ordinance.
F. 
Code enforcement.

(1) 
There shall be a Zoning Officer, who shall be appointed by the Mayor, to serve a one-year term. This official shall have the following duties and responsibilities:
(a) 
Review all building permit and change of use applications submitted to the Construction Code Official for compliance with Township zoning[1] and issue denials when not in compliance.

(b) 
Enforcement of the Property Maintenance Code (Chapter 181).
(c) 
Consultation with residents requesting information on zoning regulations and functions of the Planning Board and Zoning Board of Adjustment.
(2) 
The Zoning Officer shall have the right to enter any building or promises, pursuant to law, during reasonable daytime hours in the course of his duties. He shall have full enforcement powers of any and all zoning regulations, including the authority to issue summonses, pursuant to the Code, returnable in the Municipal Court.
(3) 
The Zoning Officer shall receive such salary as set by the Township Council and shall have such work hours as determined by the Business Administrator. His office shall be part of the Construction Code Official's office.
(4) 
Those sections of the Property Maintenance Code and the Zoning Code which provide for enforcement are hereby amended to show the Zoning Officer as enforcement officer.
G. 
Civil defense.
The division shall be organized pursuant to plan approved as provided in Article III, § 3-10.
