There is hereby established and created in the government of the Township of River Vale a Department which shall be known as the "Department of Social and Cultural Affairs."
The Department of Social and Cultural Affairs shall be charged with the planning, development and implementation of recreational activities, programs, parades, events and such other activities as may be approved from time to time by the government of the Township to promote the cultural welfare of the residents of the Township, but shall not include athletic or sporting events, which shall be the jurisdiction of the Department of Athletics.[1]

A. 
The Department of Social and Cultural Affairs shall consist of a Director of Social and Cultural Affairs, who shall be appointed by the Mayor with the advice and consent of the Council. The Director shall hold this office for a period of four years or until the expiration of the term of the appointing Mayor, whichever shall first occur, unless sooner removed and until his or her successor shall have qualified.
B. 
The Department shall have such other permanent or temporary employees as maybe appointed by the Director, with the approval of the Mayor, in accordance with N.J.S.A. 40:69A-43(d).
C. 
The existence and continuance of any of the above-specified offices shall be determined by the governing body as it may from time to time in its sole discretion deem reasonably necessary for the efficient operation of the Department.
