This article shall take effect as provided by
law, and upon approval of the Commissioner of Transportation and the
County of Bergen.
Unless another penalty is expressly provided
by New Jersey statute, every person convicted of a provision of this
Article or any supplement thereto shall be liable to a penalty of
not more than $50 or imprisonment for a term not to exceed 15 days,
or both.
