In any planned development, there shall be provided, at the time any building or structure is erected or enlarged or increased in capacity, off-street parking spaces, constructed and paved, for automobiles and other motor vehicles in accordance with the requirements set forth herein and in conformity with the off-street parking standards set forth in Article LIX, § 142-268 et seq., of this chapter.
Each off-street parking space shall have an area of not less than 180 square feet, exclusive of access drives or aisles, and shall measure nine feet in width by 20 feet in length and shall be of usable shape and condition, provided that the Joint Planning Board shall have the authority to permit parking spaces of lesser size if the equivalent area is devoted to planting islands or similar landscaping improvements.
The number of off-street parking spaces required shall be not fewer than two spaces per dwelling unit, except that one space shall be required for senior citizen units, provided that there is sufficient open space shown on the site for one additional parking space for such senior citizen unit in the event that it no longer continues to be used as such. Units at any time containing more than two bedrooms shall be provided with additional parking at a ratio of one space for each additional bedroom over two.
Exceptions to the number of required off-street parking spaces may be made by the Joint Planning Board on site plan review to the extent of an increase or decrease of 25% in the event that an affirmative recommendation for a modification is made by the Township Engineer.
A minimum of not less than 15% of the required off-street parking spaces shall be provided in enclosed structures or garages.
Outdoor overnight storage or parking of commercial vehicles shall be prohibited, and the landowner or developer shall specifically inform occupants of this restriction in writing.
Parking spaces are to be limited to use for the parking of operable motor vehicles and may not be used for storage or other purposes, such as the repairing of motor vehicles. The outdoor parking or storage of boats, campers or trailers is prohibited except in enclosed garages.
A. 
All parking spaces shall be located within 300 feet of the building or use served.
B. 
Parking areas shall contain adequate design features for handicapped persons, lighting, marking, planting, buffer areas and location and design of entrances and exits in accordance with all applicable municipal, county and state standards.
C. 
A parking plan shall be submitted showing the number of off-street parking spaces included, the location and width of all parking and loading spaces, driveways, walkways, landscaping and circulation patterns. The Joint Planning Board may require modifications to the parking plan and parking regulations to account for special factors, anticipated use by visitors, the location of the parking areas and the projected impact upon traffic flow in the vicinity.
D. 
Surface drainage from all paved surfaces shall be directed to catch basins and piped to public storm sewers or other approved drainageways.
E. 
Parking areas shall be maintained and available for use at all times.
F. 
At all times, except in the case of detached single-family dwelling units, no parking space shall be located in a front yard or in any area determined by the Fire Prevention Bureau to be required to be reserved as a fire lane.
G. 
All driveways and driveway exits and entrances to streets shall be designed with special reference to pedestrian and traffic safety.
H. 
No outdoor parking or outdoor parking space shall be located within five feet of any building wall containing windows unless the sill height of such windows is not less than 15 feet above the level of the average grade at the building line.
I. 
No outdoor parking or outdoor parking space shall be located in any area not approved by the Joint Planning Board on site plan review.
A. 
All driveways with traffic exiting across a walkway or sidewalk along an exterior or interior street or roadway shall have a clear sight triangle measuring eight by eight feet to allow driver visibility of pedestrians on the walkway or sidewalk. Planting within such triangular areas shall be limited to ground cover and permanently low-growing shrubs.
B. 
All driveways with traffic exiting to a street without crossing a walkway or sidewalk shall have a clear sight triangle beginning at the face of the curb and measuring 20 feet by 20 feet with similar ground cover and low-growing shrubs.
C. 
The required clear sight triangle area shall be measured from the commencement of the radius in cases where such measurement would result in a more extensive area to be kept clear, as herein provided.
A. 
Parking areas shall be screened from the street and adjacent properties with landscaping materials of five feet in height in side yards and rear yards and three feet in height in front yards. All planting areas shall be protected from vehicle encroachment by continuous concrete curbing or other curbing or barrier approved by the Joint Planning Board.
B. 
For parking areas or lots containing 10 or more cars, the paved parking surface shall contain one planting island or planting bed for each 10 spaces. Such planting island shall have a minimum permeable surface of 50 square feet and shall be protected by continuous concrete curbing or other barrier approved by the Joint Planning Board. Surface areas shall be planted or covered with organic materials such as wood chips and may not be paved or covered with stone, brick, concrete, slate or other like materials. Trees having specifications approved by the Shade Thee Commission shall be planted within such islands at a ratio of one tree per island and one tree per 30 feet along the perimeter of the parking areas and driveways. In lieu of planting islands, planting beds projecting from the perimeter may be approved by the Joint Planning Board, unless otherwise located and approved by the Joint Planning Board on site plan review.
A. 
Access. There shall be adequate provision for ingress and egress to all parking spaces. Access drives or driveways shall be no less than 12 feet wide for either ingress or egress and 24 feet wide for both ingress and egress, except that for residential structures for fewer than three families, access drives or driveways shall be no less than 12 feet wide for both ingress and egress. No driveway or access driveway shall be closer than 50 feet to the street lot lines of any two intersecting streets.
B. 
Size of aisles and driveways. The width of all aisles or driveways providing direct access to individual parking stalls shall be in accordance with the requirements as established in Table 1 below. Only one-way traffic shall be permitted in aisles serving parking spaces placed at an angle other than zero degrees or 90°.

A. 
The right-of-way and pavement widths of all internal streets, roads and vehicular traveled ways shall be determined from sound planning and engineering standards in conformity to the estimated needs of the full development proposed and the traffic to be generated thereby and shall be adequate in size, location and design to accommodate the maximum traffic, parking and loading needs and the access of fire-fighting, service, safety and emergency vehicles and shall be certified adequate by a competent expert licensed as a professional engineer or planner under the laws of the State of New Jersey and in the service of the Joint Planning Board.
B. 
All streets and roads, either dedicated public streets or those privately owned and maintained, or any combination thereof, shall be subject to all Township ordinances with regard to the construction of same as well as to the laws of the State of New Jersey.
C. 
When deemed necessary by the Joint Planning Board, the landowner shall provide a continuous street circulation system with adjoining land areas.
D. 
To the extent practicable, the proposed street system shall conform to the proposals and conditions shown on the Master Plan, except as may be modified by the Joint Planning Board and designed to facilitate a safe and convenient road network in the planned residential development as a part of the Township.
