A. 
Every planned development shall be serviced with a comprehensive water and sewage distribution and disposal system.
B. 
All utility improvements, including storm drainage systems, sanitary sewage collection and disposal and water supply systems, shall be in accordance with standards and procedures established by municipal, county and state regulations. Said improvements shall be subject to review and approval by the Township Engineer and Township Board of Health, as well as appropriate county and state agencies. Water supply facilities and fire hydrants shall be subject to review and approval by the Board of Fire Rating Organization of New Jersey and the Township Fire Prevention Bureau.
C. 
Electric, gas and telephone services, if available, shall be provided by the developer in concert with the appropriate public utilities providing such service. Said services shall be provided as a part of an underground system. Energy conservation systems shall be employed whenever practicable.
D. 
All utility systems and improvements shall be reviewed and approved by the Joint Planning Board for adequacy and appropriateness of extension of existing utility systems.
This Part 4 shall not be construed as requiring the municipality to provide garbage, refuse or trash removal service to the occupants of a planned development. On the contrary, garbage, refuse and trash removal and disposal services shall be arranged for by or on behalf of the occupants of a planned residential development privately, on the same basis as such services are contracted for by the owners of single-family residences within the Township of River Vale. The developer's agreement shall contain provisions respecting garbage, refuse and trash removal services designed to ensure that the same will be provided to the occupants on a basis substantially similar to that provided for other residents of the Township of River Vale.
Common parking areas, spaces and driveways within a Planned Residential District shall be kept free of snow and ice, and a common arrangement shall be made for or on behalf of the occupants thereof requiring snowplowing and snow and ice removal from common parking areas, spaces and driveways not later than 24 hours after the accumulation thereof. The developer's agreement shall provide accordingly and shall contain provisions pursuant to which the Township may elect to remedy a failure to comply with the foregoing standard, with additional provision for reimbursement to the Township of any costs incurred thereby, to be added to and to be a part of the taxes to be levied and assessed thereon and enforced and collected with interest by the same officers and in the same manner as other real estate taxes.
Monuments, street names and other traffic control devices and signs, shade trees, streetlights, sidewalks, curbs, fire hydrants and all aspects of street construction, as well as other improvements, shall be subject to municipal regulations and review and approval by the Township Engineer in the light of current standards and specifications.
