§ 73-1 Submission of application and fee.

Every person required to procure a license or permit under the provisions of any law or ordinance of the Town of Clinton shall submit the proper required application accompanied by the full amount of the license or permit fee.

§ 73-2 Collection of fees; disposition.

The proper official or board shall collect all fees, issue licenses or permits in the name of the Town and deposit all fees with the Chief Financial Officer.

A copy or copies of a government record may be purchased by any person upon payment of the fee prescribed by law or regulation.
(2)
Except as otherwise provided by law or regulation, the fee assessed for the duplication of a government record embodied in the form of printed matter shall be $0.05 per letter-size page or smaller.
(3)
Except as otherwise provided by law or regulation, the fee assessed for the duplication of a government record embodied in the form of printed matter shall be $0.07 per legal-size page or larger.
(4)
If the Town can demonstrate that its actual costs for duplication of a government record exceed the foregoing rates, the Town of Clinton shall be permitted to charge the actual cost of duplicating the record.
(5)
Access to electronic records and non-printed materials shall be provided free of charge, but the public agency may charge for the actual costs of any needed supplies, such as computer discs.

For all other use groups, the fee shall be $150.

There shall be an additional fee of $60 per hour for any review of any amendment or change to a plan that has already been released.

Certificate of occupancy fees shall be as follows:
(a) 
Fee shall be in the amount of 10% of the new construction permit fee. The minimum fee shall be $15.
(b) 
Fee for certificate of occupancy granted to change use: $202.
(c) 
Fee for certificate of continued occupancy: $184.
(d) 
Fee for temporary certificate of occupancy: $25.

Training and certification fees shall be in accordance with state law as published in N.J.A.C. 5:27-1 et seq.

Variation fees shall be as follows:

Class I: $510.
(b) 
Class II and III buildings: $115.
(c) 
Resubmittal fee, Class II and III buildings: $55.
(d) 
Resubmittal fee, Class I: $200. The applicant must submit a variation application with the above applicable fee.

Asbestos hazard abatement fees shall be as follows:
(a) 
Abatement fee: $80.
(b) 
Certificate of occupancy following successful completion of an asbestos hazard abatement project: $15.
(15) 
Minimum fee for construction permit, in part or total, shall be $60.
(16) 
Plan review fees shall be as follows:
(a) 
Pursuant to N.J.A.C. 5:23-2.27, in the case of a discontinuance of a building project, plan review fees of 20% of subcode fees are not refundable.
(b) 
Pursuant to N.J.A.C. 5:23-2.26, in the case of prototype processing, the total of the subcode fees shall be reduced by 20% after the initial plan review.
(17) 
Records clearance fee: $25.
(18) 
Zoning application fee: $25.
(19) 
Annual backflow preventer certificate of compliance: $65.

§ 73-4 Statutory fees to prevail.

Whenever any fees herein described are at any time at variance with fees for said services or materials as prescribed by the Revised Statutes of the State of New Jersey, then and in that event the fees prescribed by statutes shall prevail.
