Upon the basis of an engineering and traffic
investigation, 30 miles per hour is hereby established as the maximum
speed at which vehicles may proceed within the corporate limits of
this Village. No person shall operate a vehicle on any highway or
private road open to public motor vehicle traffic at a rate of speed
in excess of the maximum herein established.
A. Every person convicted of a violation of this section
shall be punished as follows:
(1) Where the Village Court enters that the speed upon
which the conviction was based exceeded the applicable speed limit
by not more than 10 miles per hour, by a fine of not less than $30
nor more than $100.
(2) Where the Village Court enters that the speed upon
which the conviction was based exceeded the applicable speed limit
by more than 10 miles per hour but not more than 30 miles per hour,
by a fine of not less than $60 nor more than $200 or by imprisonment
for not more than 15 days, or by both such fine and imprisonment.
(3) Where the Village Court enters that the speed upon
which the conviction was based exceeded the applicable speed limit
by more than 30 miles per hour, by a fine of not less than $120 nor
more than $400 or by imprisonment for not more than 30 days, or by
both fine and imprisonment.
B. Notwithstanding the foregoing provisions, the maximum
fine provided herein for the violation for which the person is sentenced
may be increased by an additional $100 if the conviction is for a
second speeding violation committed within an eighteen-month period,
and the maximum fine provided herein for the violation for which the
person is sentenced may be increased by an additional $250 if the
conviction is for a third or subsequent speeding violation committed
within an eighteen-month period. Where an additional fine is provided
by this subsection, a sentence of imprisonment for not more than 30
days may be imposed in place of or in addition to any fine imposed.

A. Title. This section shall be known and may be cited
as the "Ancillary Vehicle Parking Law of the Village of Altamont."
B. Policy. It is the continued interest of the Board
of Trustees and the residents of the Village of Altamont, New York,
that the Village streets and rights-of-way are kept clear and open
for the uninhibited passage of motor vehicles and emergency vehicles.
C. Definitions. As used in this section, the following
terms shall have the meanings indicated:
ANCILLARY VEHICLE
Any type of trailer or similar equipment used to transport
recreational vehicles, commercial equipment, snowmobiles, boats, personal
watercraft and/or campers and motor homes.
D. Prohibited activity/conditions. It shall be unlawful
for any person within the Village of Altamont to park an ancillary
vehicle on any Village street for a period in excess of 72 hours during
any calendar month. Notwithstanding the aforesaid seventy-two-hour
period of parking, the aforesaid vehicles shall not be parked on Village
streets for a continuous period in excess of 24 hours.
E. Penalties.
(1) In the event that an ancillary vehicle of the aforesaid
type is parked in violation of this section, namely in excess of a
continuous 72 hours and/or for a period under 72 hours in excess of
one time per calendar month and/or in excess of 24 hours for all other
times herein, the Altamont Chief of Police or any subordinate officer
of the Altamont Police Department is hereby given the authority to
remove said ancillary vehicle from said Village street and have said
ancillary vehicle placed in storage. Any towing charges and accrued
storage charges shall be the responsibility of the owner of said vehicle.
(2) Any person parking in violation of this section shall,
upon conviction thereof, be sentenced to pay a fine not exceeding
$50 for the first violation; each subsequent violation shall result
in a fine not exceeding $100. This fine shall be in addition to any
other provision for enforcement, namely the towing and storage of
any vehicle in violation at the expense of the owner of said vehicle.

Grand Street, Altamont, is designated for one-way
traffic in a southerly direction between its intersection with Main
Street and its intersection with Fairview Avenue on Sundays only from
8:00 a.m. to 10:00 a.m.
Vehicles which are equipped with lugs, cleats,
or any contrivances liable to damage or deface roadway surfaces are
hereby excluded from all public highways of this Village, excepting
snow tires.

The parking lots owned by the Village of Altamont in the Village
center and the designated street parking spaces within the Village's
Central Business Zoning District are intended primarily to promote
and serve the needs of Village business owners and their customers.
The purpose of this article is to ensure that, to the extent practical,
adequate parking spaces in these areas shall be available to meet
these needs.
The parking regulations contained in this article shall apply
to the three Village-owned parking lots located at Main Street (also
known as the Train Station Lot) (hereafter "Main Street/Train Station");
and Maple Avenue, both the small lot and the large lot located behind
the Enterprise building (hereafter "Maple Avenue small" and "Maple
Avenue large," respectively).
This article shall take effect immediately.
