The following words and phrases, when used in this chapter,
shall have the meanings given to them hereinafter unless the context
clearly indicates otherwise:
ASHES
Residue from fires used for cooking or heating buildings.
DISPOSAL CONTRACTOR
The contractor retained by the City for the purpose of collecting
garbage, certain refuse and recyclable materials from one- and two-family
dwellings within the City.
GARBAGE
Wastes resulting from the handling, preparation, cooking
or consumption of food; wastes from the handling, storage and sale
of produce.
RECYCLABLE MATERIALS
Those materials suitable for recycling as determined by agreement
between the City and its disposal contractor. A list of such materials
shall at all times be available for public inspection in the office
of the City Clerk during regular business hours.
RECYCLE CONTAINERS
Containers provided by the disposal contractor for the purpose
of collecting and disposing of recyclable materials.
REFUSE
Combustible trash, including, but not limited to, paper,
cartons, boxes, barrels, wood, excelsior, tree branches, yard trimmings,
wood furniture, bedding; noncombustible trash, including, but not
limited to, metals, tin cans, metal furniture, dirt, small quantities
of rock and pieces of concrete, glass, crockery, other mineral waste;
street rubbish, including, but not limited to, street sweepings, dirt,
leaves, catch basin dirt, and contents of litter receptacles; but
"refuse" does not mean earth and wastes from building operations,
nor shall it include solid wastes resulting from industrial processes
and manufacturing operations such as food processing wastes, boilerhouse
cinders, lumber, scraps, and shavings.
No earlier than 6:00 p.m. of the day preceding collection, any
owner, operator or occupant desiring to utilize the City's collection
service shall place or cause to be placed approved receptacles containing
garbage, approved refuse and recyclable materials upon the curb or
within five feet of the City street in front of the premises served.
The City Council, by ordinance, resolution or motion shall establish
the day or days for collection of garbage, approved refuse and recyclable
materials by the disposal contractor. Empty receptacles must be removed
from street-side collection points by the end of the day of collection
and stored in such manner as to prevent disbursal of waste materials
by wind and animals.
