A. 
Moving violations. Every person convicted of a traffic infraction for a moving violation of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for a first conviction of exceeding the posted speed limit by less than 10 miles per hour, be punished by a fine of not less than $30 nor more than $100. For a first conviction of exceeding the speed limit by more than 10 miles per hour but less than 30 miles per hour the fine shall be no less than $60 and no greater than $200 and may also include imprisonment of no more than 15 days. For a first conviction of exceeding the speed limit by greater than 30 miles per hour the fine shall be no less than $200 and no more than $400 and/or imprisonment for a term not to exceed 30 days. Every person convicted of exceeding the speed limit by 10 miles per hour or less in a posted school or safety zone shall be subject to a fine of no less than $60 and no more than $200. Every person convicted of exceeding the posted speed limit in a school or safety zone by more than 10 miles per hour but less than 30 miles per hour shall receive a fine no less than $120 or nor greater than $400 and/or imprisonment of no more than 15 days, and exceeding the speed limit in a school or safety zone by greater than 30 miles per hour a fine of no less than $240 and no greater than $ 800 and/or imprisonment for no more than 30 days shall be imposed.

B. 
Parking violations.
(1) 
Every person convicted of a parking violation within the Village of Athens on all streets shall be punished by a fine of no more than $10 for the first violation. The second violation within one year shall be punishable by a fine of $25. A "continual offender" is defined in this section as a person who is convicted of three parking violations within 18 months and shall be punishable by a fine of no less than $100 or imprisonment for a period of no less than 10 days, or both.
(2) 
All summonses must be remitted to the Town of Athens Justice Court within the time period stated on the original summons. If payment is not received within that time period, all fines will be doubled. If the payment of the summons is not received within 30 days of the issuance, the fine shall be tripled from the original summons and a warrant shall be issued for the arrest of the registered owner of the vehicle.

C. 
Snow emergency violations. Every person who shall be convicted of a winter snow emergency violation shall be punished by a fine of no less than $25. For a second violation during the same declared snow emergency, the vehicle shall be impounded and kept secure until the registered owner shall pay a fine of $75, and pays all court costs, towing and impoundment charges.
(1) 
Every person who does not answer to the court for the summons, does not submit payment for the summons, does not plead in person or via registered mail within the allotted time period stated at the time of issuance of the summons shall be guilty of contempt.
(2) 
The Village Justice or the acting justice shall issue a warrant for the arrest of the subject. The fines imposed on the original offense shall be tripled, the vehicle may be impounded until the fines, court costs, impoundment fees and towing charges are paid and/or imprisonment for no more than 30 days may be imposed.
