The exterior of all premises shall be kept free of the following matter, materials or conditions:
A. 
All abandoned, discarded, useless, unusable, unused or worthless solid waste matter or materials, combustible or noncombustible, including but not limited to the following:
(1) 
Appliances.
(2) 
Ashes.
(3) 
Bedding.
(4) 
Boats, licensed or unlicensed, registered or unregistered, or parts thereof.
(5) 
Boilers.
(6) 
Construction material.
(7) 
Containers.
(8) 
Crockery.
(9) 
Debris.
(10) 
Furniture.
(11) 
Garbage.
(12) 
Glass.
(13) 
Household goods.
(14) 
Junk.
(15) 
Leather.
(16) 
Lumber, scrap.
(17) 
Machinery, operable or inoperable, or parts thereof.
(18) 
Metal, scrap.
(19) 
Mineral matter.
(20) 
Paper, paper goods or products.
(21) 
Plastic.
(22) 
Rubber.
(23) 
Tires.
(24) 
Trailers, licensed or unlicensed.
(25) 
Vehicles, motorized or not, licensed or unlicensed, registered or unregistered, or parts thereof.
(26) 
Waste.
(27) 
Wood.
(28) 
Wrappings.
B. 
Abandoned or uncovered wells, shafts, towers, exterior cellar openings or basement hatchways.
C. 
Structurally unsafe or unsound buildings, foundations, excavations, structures or fences.
D. 
Rats, vermin, pest infestations or their harborages.
E. 
Foul-smelling material, liquid or solid.
F. 
Hidden or uncovered ground or surface hazards, such as holes, sudden depressions, sharp or jagged projections or obstructions in areas accessible to the general public.
G. 
Stagnant surface water or groundwater accumulations which create or are likely to create mosquito or other insect breeding areas.
H. 
Any public or private condition that would constitute a nuisance according to the statutes, laws and regulations of the State of New Jersey, its governmental agencies or the ordinances of the Borough of Ho-Ho-Kus.
I. 
Any physical condition existing in or on the exterior of any premises which is potentially dangerous, detrimental or hazardous to the life, health or safety of persons on, near or passing within the proximity of the premises where said condition exists.
J. 
Dangerously loose and overhanging objects, including but not limited to dead trees or tree limbs, accumulations of ice or any object, natural or man-made, which could threaten the health and safety of persons if caused to fall, or other similar dangerously loose and overhanging objects which, by reason of their location above ground level, constitute an actual hazard to persons or vehicles in the vicinity thereof.
K. 
Inadequate or unsafe foundation walls, piers and columns, and other similar structurally unsound, damaged or defective load-bearing components, which are incapable of bearing imposed loads safely at all points.
L. 
Structurally unsound, loose, dangerous, crumbling, missing, broken, rotted or unsafe exterior portions of buildings or structures, including but not limited to porches, landings, balconies, stairways, handrails, steps, walls, overhangs, roofs, gutters, downspouts, wires, cables, fences, supporting members, timbers, abutments, fire escapes, signs, bricks, stones, mortar or plaster.
M. 
Exterior surfaces or parts of buildings or structures containing sharp, rough or projecting surfaces or objects which might cause injury to persons coming in contact therewith in areas accessible to the general public.
N. 
Broken glass or windows, rotted, missing or substantially destroyed window frames and sashes, door frames, exterior doors or other major exterior components of buildings or structures.
O. 
Weeds, grass or other plant growth which is noxious or detrimental to public health and safety.
P. 
Laundry anywhere in the front exterior of the premises.

Q. 
All exterior surfaces, including but not limited to doors, door and window frames, cornices, porches and trim, shall be maintained in good condition. Exterior wood surfaces, other than decay-resistant woods, shall be protected from the elements and decay by painting or other protective covering or treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces painted.

Without limitation by the foregoing, it shall also be the duty and responsibility of owners, occupants or operators to keep the exterior of all premises structurally sound, in good repair and sufficiently maintained to an extent so as to avoid and prevent conditions that violate the purposes of this code as hereinabove set forth in § 47-2.
