The following words shall have the meanings described wherever the same appears in this chapter, unless the context clearly denotes the contrary:
BOROUGH
The Borough of Ho-Ho-Kus, in the County of Bergen, State of New Jersey.
DEPARTMENT
Department of Public Works of the Borough.
GOVERNING BODY
The Mayor and Council of the Borough of Ho-Ho-Kus, in the County of Bergen and State of New Jersey.
SUBCOMMITTEE
The subcommittee duly appointed by the governing body from among its members and charged with the control, regulation and supervision of the Department.
SUPERINTENDENT
The Superintendent of the Department.
There is hereby created and established in the Borough a Department of Public Works, to be supervised and administered by the Superintendent designated by the governing body.
The Superintendent shall be appointed by the governing body, and he shall receive such salary as the governing body may determine from time to time and set forth in the Salary Ordinance.[1]

The Superintendent and the Department shall be under the control and supervision of and responsible to the subcommittee and perform such duties as the subcommittee may from time to time designate.
The Superintendent of the Department shall have the following powers and duties:
A. 
Supervise and direct all employees of the Department.
B. 
Be responsible for the servicing of all requests and complaints of citizens involving Borough facilities, including but not limited to storm flooding, sewer failures and road damages.
C. 
Supervise the construction, reconstruction, maintenance and repair of all public streets, sidewalks, curbs and gutters within the limits of the Borough and prevent interference with the public use thereof and further maintain reasonable standards of maintenance and repair of the same.
D. 
Supervise the construction, reconstruction, maintenance and repair of the sanitary and storm sewer systems within the limits of the Borough.
E. 
Supervise the construction, reconstruction, maintenance and repair of the water system within the limits of the Borough.
F. 
Develop a comprehensive program for the removal of snow and leaves and direct removal of snow and leaves and cleaning of streets.
G. 
Maintain all Borough-owned properties and recreational facilities.
H. 
Arrange for the keeping of a correct record of the work and operations of the Department and at the end of each month shall prepare and present to the governing body at the next regular meeting a report of the work and operations of the Department for the preceding month.
I. 
Perform such other duties as the governing body may from time to time request.
The employees of the Department of Public Works shall consist of a Superintendent, Assistant Superintendent and a Foreman, and as many other employees as the governing body may deem necessary and by resolution from time to time appoint.
The Assistant Superintendent of the Department shall assist the Superintendent in the administration and function of said Department and shall perform such duties as may from time to time be assigned to him by the Superintendent in addition to ordinary work of the Department.
The Foreman of the Department shall assist the Superintendent and the Assistant Superintendent in the administration and function of said Department and shall perform such duties as may from time to time be assigned to him by the Superintendent or the Assistant Superintendent in addition to ordinary work in the Department.
All employees of the Department shall be subject to and must comply with the provisions of the Borough ordinance establishing the personnel rules and regulations for Borough employees.[1]

All ordinances, or parts of ordinances, relating to the contents of this chapter and inconsistent therewith are herewith repealed to the extent of such inconsistency.
It is the intention of this chapter that every provision thereof shall be considered separable, and the invalidity of any section, clause or provision of this chapter shall not affect the validity of any other portion of this chapter.
This chapter shall take effect immediately after publication of notice of final passage in the manner provided by law.
