If any part or provision of this chapter or the application
thereof to any person or circumstance be adjudged invalid by any court
of competent jurisdiction, such judgment shall be confined in its
operation to the part or provision or application directly involved
in the controversy in which such judgment shall have been rendered
and shall not affect or impair the validity of the remainder of this
chapter or the application thereof to other persons or circumstances
and the Common Council of the City declares that it would have passed
this ordinance (from which this chapter is derived) or the remainder
thereof, had such invalid part or provision or invalid application
been apparent.

A. This chapter shall take effect from and after its passage, approval,
recording and publication provided by law, except those parts, if
any, which are subject to approval under § 1684 of the Vehicle
and Traffic Law of the State of New York.
B. Any part or parts of this chapter which are subject to approval under
§ 1684 of the Vehicle and Traffic Law of the State of New
York shall take effect from and after the day on which approval in
writing is received from the New York State Department of Transportation.
