Notwithstanding any bylaw to the contrary:
A. No public facility user fee, license fee or permit fee which is authorized
by law or bylaw to be set by the Board of Selectmen shall be valid
or collectible if it is increased from the previous year by an amount
greater than five percent (5%) unless said increase is approved by
a vote of the Town Meeting.
B. Any said user fee, license fee or permit fee which is authorized
by law or bylaw to be set by the Board of Selectmen and is not in
effect as of the date of this bylaw initially shall be established
by a vote of the Town Meeting.
C. Nonresident beach parking fees and nonresident ORV beach permit fees shall not be subject to provisions of this bylaw (Article
VII).

D. If any provision of this bylaw is held to be invalid, such invalidity
shall not effect other provisions which can be given effect without
the invalid provisions, and to this end the provisions are declared
to be severable.
