[Adopted by the Board of Selectmen 9-29-1993]
It shall be the policy of the Orleans Board of Selectmen that:
A. 
Articles seeking the layout of a private way as a town way will be considered only at the Annual Town Meeting.
B. 
To be considered for taking as a town way, a road must intersect or connect with an existing town way.
C. 
The petitioner(s) seeking the taking must submit an application packet to the Board of Selectmen through the Town Executive's office on or before November 30 in order for the application to be considered at the annual town meeting the following May, in accordance with the administrative Road Layout Procedure.
D. 
All costs of the taking, including bringing the road up to the town standards, if required, are to be paid by the petitioner(s).
E. 
A public hearing will be held to consider the request for the taking and the Board of Selectmen will file their report with the Town Clerk within thirty (30) days of the hearing.
F. 
The Board of Selectmen shall refer the application to the Planning Board under MGL Chapter 41, S 81i, and their recommendations and report shall be presented at the public hearing.
G. 
If the Board of Selectmen is authorized by Town Meeting to take the road or an easement over the road, any work required by the Board in their report must be completed before the order of taking is adopted.
