A. 
It is the policy of the Orleans Board of Selectmen to provide a healthy, comfortable and productive work environment for all of its employees.
B. 
The United States Surgeon General, in his 1986 report, The Health Effects of Involuntary Smoking, concluded that:
(1) 
Involuntary smoking is a cause of disease, including lung cancer, in healthy non-smokers.
(2) 
The simple separation of smokers and nonsmokers within the same air space may reduce, but does not eliminate, the exposure of nonsmokers to environmental tobacco smoke.
C. 
In light of these findings, all Town of Orleans buildings and vehicles shall be entirely smoke free, effective November 18, 1993.
D. 
Smoking will be prohibited in all town-owned buildings and vehicles. This policy applies to employees, board and committee members and visitors.
E. 
Copies of this policy will be distributed to all employees, and "No Smoking" signs will be posted at all building entrances and throughout town-owned buildings.
F. 
This policy is being announced 45 days in advance of complete implementation so that employees who smoke and would like to take this opportunity to quit smoking may plan to do so. Information on the benefits of quitting and available smoking cessation programs may be obtained from the Health Department.
G. 
The success of this policy will depend upon the thoughtfulness, consideration and cooperation of smokers and nonsmokers. Any problems with this policy should be brought to the attention of the Town Executive.
