There shall be a mayor elected by the voters of the city for
a term of four years. The mayor shall be a resident of the city.
The mayor shall communicate to the common council at its first
meeting in February of each year a general statement of the affairs
of the city in relation to its finances, government and improvements,
with such recommendations as the mayor may deem proper. The mayor
shall recommend to the common council such measures as deemed necessary
to expedite or carry into effect any legislation which the council
shall have passed.
When authorized by the common council, the mayor shall execute
on behalf of the city all deeds, contracts and other papers required
to be executed as an act of the city.
