This chapter is designed and enacted to promote the general health and welfare of the present and future inhabitants of the Town. The intention of the Town is to assure the proper and sensitive development of land within Little Valley to protect and enhance the quality of life in general. This chapter is intended to allow development in a manner that encourages and provides for well-planned commercial and residential centers, smooth traffic circulation, and efficient delivery of municipal services. This chapter seeks to prevent development that adds to existing geologic hazards, erosion, flooding, or other conditions that create potential dangers to life and safety in the community or detract from the quality of life in the community.
The objectives of this chapter are:
A. 
To protect human life and health;
B. 
To minimize expenditure of public money for costly flood control projects;
C. 
To minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public;
D. 
To minimize prolonged business interruptions;
E. 
To minimize damage to public facilities and utilities, such as water and gas mains, electric, telephone, sewer lines, streets and bridges located in areas of special flood hazard;
F. 
To help maintain a stable tax base by providing for the sound use and development of areas of special flood hazards so as to minimize future flood blight areas;
G. 
To provide that developers are notified that property is in an area of special flood hazard;
H. 
To ensure that those who occupy the areas of special flood hazard assume responsibility for their actions; and
I. 
To regulate the location, size and use of buildings and other structures and the use of land for trade, industry, residences, recreation or other purposes and for such purpose divides the unincorporated area of the Town into districts or zones.
