There is hereby created and established the office of Director
of Public Works for the City of Salem, Missouri.

A. The
Mayor, with the consent and approval of the majority of the members
of the Board of Aldermen, shall appoint a suitable person as Director
of Public Works.
B. The
Director of Public Works shall hold office until his or her death,
resignation or removal from office.
C. If
the Mayor fails or is unable to appoint a suitable person as Director
of Public Works a majority of the full Board of Aldermen may appoint
a suitable person as Director of Public Works.

The qualifications for the position of Director of Public Works
shall be in the sole discretion of the Mayor and Board of Aldermen.

The Director of Public Works, before entering upon the duties
of his/her office, shall file with the City a bond in the amount of
fifty thousand dollars ($50,000.00); such bond shall be approved by
the Board of Aldermen and such bond shall insure the City of Salem
for the faithful and honest performance of his/her duties and for
rendering a full and proper account to the City of Salem for funds
and property which shall come into the possession or control of the
Director of Public Works. The cost of such bond shall be paid by the
City of Salem; however, should the Director of Public Works be covered
by a blanket bond to the same extent, such individual bond shall not
be required.

The Director of Public Works shall receive such compensation
as may be determined from time to time by the Board of Aldermen.

A. City
Planning And General Duties. The Director of Public Works shall plan
and direct all operations of the various departments; supervise construction,
maintenance and clearing all City streets, sidewalks and alleys; devise
and adjust plans for debris and snow removal; direct operations of
the sewage collection and wastewater treatment department; regulate
the use of City properties by the various public utilities; oversee
the maintenance and repair of pumps, treatment facilities and sewer
collection lines to assure the proper treatment of excess storm water
effluent; confer with personnel responsible for street and building
construction and maintenance, and for supplying water, power, sanitation
or other services to coordinate use of human resources and equipment;
inspect construction and maintenance of streets, utilities and drainage
facilities; prepare various progress and other reports on public works
activities; supervise and ensure planned maintenance of all City equipment,
sewage treatment systems, and vehicles; oversee the clearance of electric
rights-of-way; prepare bid specifications for services or equipment
for presentation to the City Administrator or Board of Aldermen.
B. Reports.
The Director of Public Works shall prepare operating reports for the
City Administrator for submission to the Board of Aldermen in their
meeting packets.
C. Attend
Board Of Aldermen Meetings. The Director of Public Works shall attend
all regular meetings of the Board of Aldermen.
D. Miscellaneous.
In addition to the foregoing duties, the Director of Public Works
shall perform any and all other duties or functions prescribed by
the Mayor and the Board of Aldermen.

No member of the Board of Aldermen shall directly interfere
with the conduct of any department or duties of employees subordinate
to the Director of Public Works except at the express direction of
the Board of Aldermen, or with the approval of the Director of Public
Works.
