The building located on Mexico Road and St. Peters Centre Boulevard in the City of St. Peters be and it is hereby designated as the City Hall and seat of the government of the City of St. Peters, Missouri, and the Board of Aldermen shall conduct its meetings at premises identified in Section 110.060.

A. 
Generally. All petitions signed by persons and presented to the Mayor, Board of Aldermen or any board or commission of the City which petition the City or any board or commission thereof to accept or reject a proposal before the City or any board or commission thereof shall not be accepted as a part of the records of the proceedings before the Mayor, Board of Aldermen or any board or commission of the City unless such petition:
1. 
Contains the actual residence address of the signor, and statements as to whether or not such residence is within the City limits and whether or not the signor is under eighteen (18) years of age;
2. 
Contains space for twenty-five (25) signatures;
3. 
Shall bear on each page the written proposition sought to be considered; and
4. 
Bears the written signature of all signors.
B. 
Exceptions. This Section shall not apply to persons filing original petitions of rezonings or original petitions or appeals to the Board of Adjustment when the applicant has a legal or equitable interest in the real estate which is the subject of the petition, nor shall this Section have application to any request for a permit or a license wherein the applicant is a corporation organized under the laws of the State or any other State.
