The Police Department of the City of Palmyra, shall consist
of the Chief of Police, to be appointed by the Mayor, with the advice
and consent of the City Council, an Assistant Chief of Police, and
such police officers as may be required. The Mayor shall appoint a
Police Committee of three (3) from members of the City Council, which
with the Mayor, shall establish all policies for the Police Department,
Subject to the approval of the City Council, which Police Department
shall be subordinate to the Mayor and Committee.

There is hereby established for assistance in the performance
of the duties of the Police Department an Auxiliary Police Unit. Members
of the Auxiliary Police Unit shall be appointed by the Chief of Police
with the advice and consent of the City Council. Members of the Auxiliary
Police Unit shall be commissioned as Police Officers and when on duty
an Auxiliary Policeman shall have all the rights, powers and duties,
and shall be considered equivalent to any other Officer of the Police
Department. Members of the Auxiliary Police Unit shall perform such
functions as the Chief of Police or the City Council shall designate.
Rules and regulations for the operation of the Auxiliary Unit shall
be established by the Chief of Police, as approved by the City Council.
Members of the Auxiliary Police Unit may serve without pay or may
receive such pay for their services as the Chief of Police may allocate,
as approved by the City Council, within the Police Department budget.
The Auxiliary Police Unit may receive funds from the budget of the
Police Department and may receive funds from other sources, including,
but not limited to, donations, contributions, gifts and bequests.

A. Pursuant
to Section 70.835 of the Revised Statutes of Missouri, the City of
Palmyra, Missouri hereby agrees to cooperate with other political
subdivisions and the Board of Police established by Section 84.020,
Revised Statutes of Missouri, and the Board of Police Commissioners
established by Section 84.350, Revised Statutes of Missouri, in the
formation of a Major Case Squad for the purpose of intensive professional
investigation of a certain individual crime which may occur in the
general geographical area of northeast Missouri.
B. The City
of Palmyra is hereby authorized to participate in the formation of
such Major Case Squad to be known as the Northeast Missouri Major
Case Squad.
C. The Chief
of Police of the City of Palmyra is hereby authorized and directed
on behalf of the City of Palmyra to execute any and all documents
necessary in order to form and participate in such Major Case Squad,
subject to the approval of the City Council.
D. Expenses
of the Major Case Squad shall be paid by the individual political
subdivisions participating in said Major Case Squad and by the Board
of Police established by Section 84.020, Revised Statutes of Missouri,
or by the Board of Police Commissioners established by Section 84.350,
Revised Statutes of Missouri.
E. The Major
Case Squad shall operate and be activated upon the request of the
County Sheriff or Chief of Police of the political subdivision where
the crime occurred.
F. All members
of the Police Department of the City of Palmyra shall be duly authorized
as members of said Major Case Squad, and, pursuant to Section 70.835,
Revised Statutes of Missouri, shall have the power to arrest anywhere
within the State of Missouri during the time the individual officer
is an active member of the Major Case Squad and within the scope of
the investigation on which the Major Case Squad is working.

A. All newly
appointed Police Officers, including members of the Auxiliary Police
Unit, shall be required to have no more or less than one hundred twenty
(120) hours of training for certification by the Department of Public
Safety. All Police Officers shall be certified before being empowered
to enforce the general criminal laws of the State of Missouri or the
ordinances of the City of Palmyra.
B. This
Section is based upon Section 590.105(6), RSMo., which provides that
notwithstanding any provisions of Chapter 590, RSMo., any Peace Officer
who is employed by a law enforcement agency located within a County
of the third classification shall be required to have no more or less
than one hundred twenty (120) hours of training for certification
if the respective City or County adopts an ordinance to that effect.
