A. Definition. As used in this Chapter, the following term
shall have this prescribed meaning:
PEDDLER
Includes any person whoever shall deal in the selling of
patents, patent rights, patent or other medicines, lightning rods,
goods, wears or merchandise, except pianos, organs, sewing machines,
books, charts, maps and stationery, agricultural and horticultural
products, including milk, butter, eggs and cheese, by going about
from place to place or door to door to sell the same.
B. Every
peddler shall, before conducting any business within the City of Palmyra,
obtain a license at a charge of ten dollars ($10.00) per annum from
the City Clerk. Applications for license shall be sworn to and shall
disclose the name, address and telephone number of the person applying
for the license; the name, address and telephone number of the applicant's
employer; and the name, address and telephone number of the owners
or persons in whose interest such business is conducted.
C. Upon
application and deposit of the license charge, such license shall
be issued by the City Clerk in the name of the applicant. Such license
shall not be transferable, nor permit more than one (1) person to
carry on as a peddler, either by agent or clerk; but any licensee
may have the assistance of one (1) or more persons who may aid the
licensee in conducting business but not act for or without the licensee.
D. All licenses
shall expire on the first (1st) of January next following the issuance
of such license.
E. No license
shall be granted to any peddler unless the applicant for such license
has first obtained the State or County license for peddlers required
by Chapter 150, RSMo.
F. Any person
violating the provisions of this Section shall be fined not less than
ten dollars ($10.00) nor more than five hundred dollars ($500.00)
and each day of violation shall constitute a separate offense.
