The Mayor of the City of Palmyra is hereby authorized to declare
an emergency within the City of Palmyra for the protection of the
public health, safety and welfare of the employees and residents of
the City of Palmyra, for such length of time as determined to be necessary
by the Mayor for the protection of the public health, safety and welfare
of employees and residents of the City of Palmyra.

A. Upon
a declaration of an emergency by the Mayor, the Mayor is further authorized
to take the following actions:
1. Prohibit or restrict public attendance at City Council, Board and
Committee meetings within the guidelines of the Missouri Sunshine
Law.
2. Suspend, cancel, or continue City Board or Committee meetings.
3. Restrict the size of public or private gatherings.
4. Restrict or close public access to municipal facilities and buildings.
5. Authorize employees to work from home as directed by their department
supervisor during the state of emergency.
6. To suspend City utility shut-off procedures during the state of emergency.
7. To execute all documents and contracts necessary to ensure the continued
operation of the City and to protect the health, safety and welfare
of the residents of the City.
8. To take any and all action necessary or reasonably required to carry
out the purpose of this Chapter as may be deemed necessary for the
preservation of health and safety of the employees and citizens of
the City of Palmyra.
