The following words and phrases, when used in this chapter,
shall have the meanings ascribed to them in this section:
CAPITAL IMPROVEMENT
A major improvement or betterment of a nonrecurring nature
to the physical plant of the Town, as differentiated from ordinary
repairs or maintenance of a recurring nature.
A. The Long-Range Capital Improvements Commission shall consist of five
residents of the Town, not more than three of which may be of the
same political party, and who shall be appointed by the Board of Selectmen
to serve for a term of four years, except for the initial appointments.
B. The initial members shall be appointed: one to serve for a term of
one year; one to serve for a term of two years; one to serve for a
term of three years; two to serve for a term of four years, each from
January 1, 1986. On January 1, 1987, and each year thereafter, members
shall be appointed to serve for a term of four years to replace the
member whose term expired.
A. The Long-Range Capital Improvements Commission shall prepare a five-year
capital improvements plan which shall be revised and updated annually.
B. The Long-Range Capital Improvements Commission shall review all proposed
capital expenditures included in the annual base budget and shall
report its finding to the Board of Selectmen, based on the following
considerations:
(1) The extent to which the proposed expenditure is needed;
(2) What alternatives to proceeding with the proposed expenditure exist;
(3) The soundness of the proposal in terms of the need to be fulfilled;
and
(4) The likely consequences of the cost of the proposed expenditures
on the Town's financial position and mill rate.
C. The Long-Range Capital Improvements Commission's report to the First
Selectman shall be deemed advisory in nature and shall be a matter
of public record.
