The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof, but no City ordinance shall regulate the speed of vehicles upon controlled access highways of the State.
The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

The general speed limit within the Desloge City limits shall be twenty (20) miles per hour; excepting, however, that where for any portion of any public street, road or highway another speed limit is otherwise approved and adopted by ordinance duly enacted by the Board of Aldermen, and where such other speed limit is posted by signs erected and maintained by the City at such locations, the speed limit for said portion of such public street, road or highway shall be as so established by ordinance.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is an ordinance violation.
No person shall operate a motor vehicle upon those portions of the roadways which are set forth and described in Schedule I at a rate of speed in excess of that speed limit set for such portions of the roadways by said Schedule.

A. 
When signs or signs with active warning flashing lights have been erected to establish a school zone, the speed limit in school zones shall be effective. on any day that school is in session.
B. 
School zones shall be clearly identified by one (1) or more of the following methods:
1. 
A yellow, pentagon shaped sign to indicate a school crossing.
2. 
A white sign to indicate to the driver the school zone speed limit and the hours during which the school zone is active.
3. 
A flashing light or lights to indicate that a school zone is currently active.
C. 
No person shall operate a motor vehicle in excess of the posted speed limit in a designated school zone.
D. 
Any person who shall be convicted of a violation of any provision of this Section shall be deemed guilty of an ordinance violation and subject to a fine not to exceed five hundred dollars ($500.00).
