A. 
No person shall operate or drive a motor vehicle (except emergency vehicles on emergency runs) or any other conveyance on any street, boulevard, thoroughfare or public way, in this City, at any time, at a rate of speed in excess of twenty (20) miles per hour except as a greater or lesser speed is hereinafter provided for certain streets, boulevards, thoroughfares, areas or public ways in the City and except as a greater or lesser speed is hereinafter provided for certain classes and types of motor vehicles and other conveyances.
B. 
Every person operating a motor vehicle on the streets, alleys or highways of this City shall operate or drive the same in a careful and prudent manner and shall exercise the highest degree of care and at a rate of speed not in excess of twenty (20) miles per hour. Every driver of a vehicle other than a motor vehicle shall drive the same in a careful and prudent manner and at a rate of speed so as not to endanger the property of another or the life or limb of any person or faster than a moderate gait.
C. 
It shall be unlawful for any person unnecessarily to drive at such a slow speed or in such position on the roadway as to impede or block the normal and reasonable movement of traffic.
D. 
No person shall operate or drive a motor vehicle or other conveyance in violation of the following specific speed limits:
